The Fulbright Association seeks applications to present the 2011 lecture under the Selma Jeanne Cohen Fund for International Scholarship on Dance. Guidelines and application information are available here. Applications must be received by Oct. 14, 2011. The Selma Jeanne Cohen Fund enables a dance scholar to present a major paper on previously unpublished research at the Fulbright Association’s annual conference. The 2011 lecture will be delivered on Nov.

The Fulbright Association 34th annual conference will be held from Nov. 3 to Nov. 6, 2011, in Washington, D.C.  Conference sessions and events will be held at the Madison Hotel and the National Association of Home Builders auditorium, where the 34th  annual banquet will occur.

State, Foreign Operations Appropriation Update

On May 11, House Appropriations Chairman Hal Rogers (R-KY) announced the schedule for the completion of the Fiscal Year (FY) 2012 Appropriations bills by September 30th. The plan includes the markup of the State Foreign Operations and Related Agencies Appropriations bill, which includes State Department-sponsored exchanges and the Fulbright Program.

Final Fiscal Year (FY) 2011 Continuing Resolution Passed

After six months of negotiations, Congress finally passed an appropriations bill for the remainder of FY 2011. Yesterday the House passed H.R. 1473, a continuing resolution (CR) to fund the federal government through September 30, with a vote of 260-167 (59 House Republicans voted against the bill, including 28 of the 87 freshmen, while 81 Democrats voted in favor). The Senate then passed the bill, with a bipartisan 81-19 vote. The legislation will go to the President today for his expected signature.

International Students to Participate in Fulbright Lifetime Achievement Medal

Fifty international students and scholars in the New York metropolitan area on Fulbright grants will participate in the Fulbright Lifetime Achievement Medal dinner at the New York Public Library Stephen A. Schwarzman building on April 13. The event honors soprano Renée Fleming, graphic designer Milton Glaser, and John Lithgow, all of whom participated early in their careers in the Fulbright Program, the U.S. government’s flagship international exchange program.

IIE Creates Emergency Assistance Fund for Japanese Students on U.S. Campuses

The Institute of International Education (IIE), with support from the Freeman Foundation, has created an emergency grants program to help students from Japan on U.S. campuses whose home country support has been devastated by the recent earthquake and tsunami in northeastern Japan.

Three Week Continuing Resolution Passed

March 21,2011

Last week, Congress passed a three-week extension of the Fiscal Year (FY) 2011 Continuing Resolution (CR) to allow time for further negotiations on a final FY11 spending agreement. The extension, which lasts until April 8, cuts an additional $6 billion in overall discretionary spending, including $17 million from the International Affairs Budget, all from the International Fund for Ireland. Fulbright Program and other State Department exchange programs funding were kept intact at the FY10 level.

A potential government shutdown was avoided, at least for now, when the Senate passed yesterday a two-week extension to the FY 2011 continuing resolution (CR), funding the government at FY 2010 levels until March 18. President Obama quickly signed the bill into law. This two-week CR cuts $4.01 billion in spending by targeting programs President Obama had already slated for elimination.

Fulbright Funded at $252.7 Million in Fiscal Year 2012 Budget Request

President Obama's Fiscal Year (FY) 2012 budget released on Feb. 14 requested $252.7 million for the Fulbright Program, a decrease of $1.122 million from the level enacted for FY 2010 and $800,000 less than the Fulbright exchanges funding level under the FY 2011 continuing resolution.  The Obama administration request for FY 2012 is the same as its budget request for 2011.  Please see the table below for details.

U.S. Rep. Gabrielle Giffords, Fulbright alumna and friend, was shot today during a "Congress on Your Corner" event she convened for constituents at a Tuscon shopping center. 
 
CBS News reported that Rep.Giffords is in critical condition from a gunshot to the head. However, Dr. Peter Rhee, trauma director at the University of Arizona, said he was "about as optimistic as I can get in this situation" that she will recover.

2011: Tough Appropriations Outlook

President Obama signed into law on Saturday a continuing resolution (HJ Res 101) that will fund the federal government at FY 2010 levels until December 18. The House passed this resolution on December 1 through a largely party-line vote, while the Senate cleared the measure by voice vote on December 2. The previous FY 2011 continuing resolution expired on December 3.

The Fulbright Association commends Dr. Ei-Ichi Negishi of Japan and Dr. Peter A. Diamond of the United States, recipients of this year’s Nobel Prizes in Chemistry and Economics.

Dr. Negishi was awarded a Fulbright scholarship in 1960 to conduct research at the University of Pennsylvania. Dr. Diamond received the Fulbright Distinguished Chair in Economics award to lecture at the University of Siena in Italy in 2000.

Congress Passes Continuing Resolution

Before adjourning to the campaign trail, Congress early today passed a Continuing Resolution to keep the federal government operating through December 3.  Funding will continue at the spending levels enacted for Fiscal Year (FY) 2010 for most programs.

No FY11 appropriations bills have passed Congress.  As the Congressional Quarterly (CQ) reports, the continuing resolution (CR) will allow the Congress to delay difficult budget decisions until after the upcoming midterm elections.

Senate Appropriators Fund Exchanges at $21 Million above President's Request

The Senate Appropriations Committee bill, passed by the full committee on July 29,  provides $654.277 million for State Department exchanges, $21.077 million above the President’s request and $19.277 million above the Fiscal Year (FY) 2010 level. The Senate Appropriation Committee's bill represents a significant increase over the $635 million appropriated in the House to match the enacted FY2010 funding level.  Differences in the Senate and House versions will be resolved by a conference committee.

Senate Foreign Relations Committee Approves State Department Authorization

House Passes FY10 State, Foreign Operations Bill & Defeats Cutting Amendments

On Thursday, July 9, the House passed by a vote of 318 to 106 the FY10 State, Foreign Operations and Related Programs Appropriations bill, the largest component of the International Affairs Budget. Four cutting amendments were defeated leaving intact the full $48.8 billion provided in the bill.
